This course provides the participants with detailed information based on the new OMB issued grant policies (2 CFR 200­, effective December 26, 2014), which combined previous separate coverage on administrative requirements, cost principles, and audit,along with other Executive Orders. Emphasis is placed on the administration of grants and cooperative agreements. It includes coverage of the administrative terms and conditions, as well as cost principles. The course provides an opportunity for participants to develop a grant administration monitoring plan and prepare to monitor the activities of the grantee. Emphasis is placed on what the federal designated representative needs to know to successfully monitor the award.

This course has been designed for any non-federal organization receiving award of grants or cooperative agreements.

The course provides brief coverage of preparing an application for financial assistance (responding to a program announcement) so students are better prepared for the future. However, the primary emphasis of this course is to provide an understanding of obligations found in the recently revised policy requirements of federal awarding agencies. Participants may include individuals who have been assigned financial, managerial, and/or program/resource responsibilities under grant/agreement awards (personnel carrying out the objectives of the awards).

Course materials are based on the new OMB “Super Circular” or “Omni Circular” grant policies (2 CFR 200, effective December 26, 2014). This course can be presented as either a two- or three-day version. The difference is the extent of coverage on each of the many changed topics. The three-day version provides more opportunity for practical discussion and identification of problems or issues during performance. Knowing the requirements of 2 CFR 200 can prevent problems or provide remedies based on issues and concerns that develop during performance.
